I, unpopularly, support this position. Zoom out people, and look at the web of veto points, and opportunities for obstruction by corrupt actors outside the governing majority's control. You think POTUS has centralized power, but you're wrong about that.

As we work toward a regional consensus on SB 1031, Sen. Bill Dodd cited some important history yesterday on past Bay Area regional measures. RM3, which passed in 2018, provided 15% of project funds to Santa Clara County, even though SCC drivers only pay 2% of bridge tolls.

Santa Clara Co. wants almost all revenue generated by SB1031 returned to the counties based on their contributions. Internalize benefits, externalization costs! SCC refusing to build housing drives its workers to other counties, creating needless transpo costs. PAY UP!

For context, let's all remember that with RM3, Santa Clara paid 2% of bridge tolls, and got 15% of benefits. That's a 7.5X imbalance. I don't remember Mr. Mahan complaining at that time...

The old strategy for managing street parking in LA was to limit residential density directly through zoning and indirectly through off-street parking requirements, which led to sky-high housing prices and homelessness.

We should manage the curb with meters and permits instead.

This is really the crux of the dispute:

to reduce VMT & meet its climate goals California needs many more people taking regional and intercity trips via train.

Caltrans and Newsom, instead, have committed themselves to tech that assumes static service levels and slower speeds.
