Born in India in 1875, Bhugwan Singh arrived in Australia in 1900 where he worked as a Hawker out of Quambatook, Victoria. He returned to India in 1910, 1919 and 1927, for which this photograph was taken as part of his application for exemption to the White Australia Policy.
