If learning is only defined as 'a change in long term memory' that is best assessed with recall of procedural information, then yeah, 'the latest science' is shaped by what is most easily measured.

I think the thing I’m most salty about re: state testing is… I just watched my kids work harder than they’ve ever worked and I will never in my life get to read any of the three pieces of writing they put all of their hearts into. They will all be whittled down to a score.
