Ethiopia's decision to use Berbera port in Somaliland is vital in view of the major security hazards en route to Djibouti.  Somalia and Somaliland should be federated, thereby recognizing the latter's de facto independence within the greater Somali nation.

Withdrawal of UN peacekeepers from the DRC will not affect the conflict with the M-23 as they were there solely to protect civilians. Rwanda should be persuaded to stop supporting the M-23 through a financial deal on minerals in the Kivus and Ituri.
