So, one way of defining knowledge is that it is inversely proportional to surprise (Mobus and Kalton 2015).
The less surprised you are by new events, the more you know. And the more you know, the less information any message contains for you.

Jo Goodman If a school is a complex system - presumably a complex adaptive system, is there not a problem with leaders working to make all the decisions? They will never have a detailed understanding to make such decisions by themselves. The model seems quite linear given you're identifying
