You know what I've always found to be an interesting lore implication? That a lot of helf/human nobility got raised as upper-level undead. There are so many barons/counts/etc. in the Scourge - it makes sense that they would deliberately raise the leaders of cities to wreak havoc.

@amelette2 vrynn It probably serves multifold purpose: easier to take a city and demoralize/confuse its populace by turning its leaders, although someone pointed out to me some must have sided with the Scourge willingly because, as nobility, they would have known they were targets.

Ishura @amelette2 vrynn Nailed it on the head. Baron Rivendare managed to infect an entire village under the guise of helping them because he already had a reputation of being a generous man who shared his wealth with the people of Lordaeron. (It's also implied he turned willingly)
