Police were concerned when they arrested Robert Pickton, that he might use his influence with certain officers to avoid prosecution, so they put an undercover RCMP officer in the cell with him.

What 'influence' does a serial killer have over police officers & why?

Robert Pickton & a female friend that lived on the farm with him picked up a prostitute. The female friend later saw him with the dead body & didn't report it. Instead, she blackmailed him for money.

Why didn't he just kill her too?

Because he wasn't acting alone. That's why.
