I'm glad people are talking about regulation for open source AI, because depending on how compute governance goes (which I think is more important), future open source models may need to be regulated, and it will take time for legislators to get educated on the subject between

Compute governance looks much more promising to me than open source regulation as a way to reduce global AI risk, because open source work can also improve trust and safety. Still, some things should definitely not be open source (e.g., bioweapons capabilities).
