Revenue bill also eliminates the much-maligned cannabis potency tax. Instead implements a 9% tax on 75% of the product retail costs for sales from growers/processors to dispensaries. So dispensaries pick up a tax based on 75% of how much they're charging customers.

Another section permitting average, non-restaurant style movie theaters to sell liquor within certain limits.
One line specifies what food movie theaters typically sell: 'incl. but not limited to: popcorn, candy, and light snacks.'
