Not so anodyne tho’ no ref to J&K w’ld have greatly snubbed Pak. Ref to J&K as outstanding “dispute” is Pak formulation, ours is “issue”. Asks for it to “resolved” to ensure peace & stability in region, means Pak use of terrorism is papered over & negotiations supported.

Kanwal Sibal Well pointed out, Sir. The only issue between India and Pakistan is that of Pakistan Occupied Jammu & Kashmir and Gilgit Baltistan and it certainly needs to be resolved.
